-1 does not work for Oasis olc spells

Well, i tried that to no avail...a -1 would still leave 1's in the
2nd ard 3rd spell slot. So....

I fixed it like this..


in oedit.c

OEDIT_VALUE_3:
and 
OEDIT_VALUE_r:

CASE_SCROLL:

I changed the min value to a 0.

It now works fine..
