Implimenting areas and adding on?

I have tried and tried to add an area but it won't let me so I may be doing
it wrong?  What I have done is edit the index files in the corresponding
directories.  Then I reboot the mud, but it doesn't come back up again. It
just goes into sleep mode for some reason.  Then when I restore the index
files to what they orignaly were, the mud comes back up again.  I am useing
circle 3.0 bpl11.   PLEASE HELP!!
