Here's another option for logging: let the player decide. If a player fels
harassed, they turn logging on. That logs all their future output to a
file, plus the last 16k they have been sent (that 16k is in a circular
buffer). Also, the tells/says/etc. they've received are saved. When they
feel the incident is over, they turn off the log.

The log can be viewed by all the admins, but not erased.
