Rent bug? :I

I found strange bug with renting:

If you rent out and log on right after that, you will start in
mortal_start_room.
But if you rent out and someone else shuts down the MUD after that, you
will start in reception. Is this a stock bug? If so, how can I fix it?

Also, can someone throw me an idea how to choose random room (real one,
not vnum) in zone in which ch is currently standing? (only rnum of room is
known)
