This isn't a "problem", it is how they are supposed to
work... staves are supposed to cast their spell on
everybody in the room (except the users and those
groupped with him).
The designer of the object may not have realized that
at the time, however... ;)
Try making a staff of healing, but call it a staff of
harming... }:)
