Being AFK should not prevent a player from being injured (even by other players). It sounds like the people on your MUD are abusing this nice feature of the AFK flag. So you should remove that feature. As a player, I would only go AFK in a 'safe' room where no violence can occur. I would highly suggest announcing to your players that you are changing the AFK flag before actually doing it. Giev them fair warning. They may not like the change, but I think they will respect an IMP who doesn't allow little features to be abused. If they say they don't like the chnage, then they are cheesy and you probably don't want that type of player on your MUD anyways.
