That's been done already - added circle_copyover near circle_shutdown ;
functions like circle_reboot, except that the exec section is near the
end of main() now, with the copyover file being written out in
do_copyover, and the close-all-connects and other shutdown work being
done only if circle_copyover is false.
Works nicely.
