I did this in my mud, it was a combo of mobact.c and fight.c I think.
Especially in mobact.c where there are checks for aggr types of mobs, there
is a check for IS_NPC on the victim. Mobs fighting each other is a very good
thing, IMO. You could modify your aggr checks, for example, so that dwarves
would attack orcs on sight etc.

Hey :) I was wondering if there is any way to make a mob attack other mobs?
For example, I had an idea for my MUD where when there are enough heroes in
it, the main city is invaded by all these evil soldiers. These mobs attack
everyone except someone that is on their side. Is it possible to code such a
mob?
