In Neutral PK, players can attack/kill each other without any risk of losing anything (exp, stats or obj), or gaining rewards for that matter. It's more like killing in an arena. Complete PK however allows the corpse of the loser to be looted, besides the standard reward of exp. Some allows complete looting while some limits the number of items that can get looted from the corpse.
