[LIB][NEWBIE] putting mobs from one zone in another?

Hi ho,

I have a goblin forest with (appropriately enough) goblins (zone 83). I
also have a new catacombs running under the city that I want to populate
with creatures from all over the realm. I tried loading a goblin from
zone 83 into my catacombs zone file (zone 99) but they don't seem to
show up. Is this a restriction of the mob, the zones or the system or am
I doing something wrong here? Thanks.
