Buffer Allocation System 2.0 (Preview)

Did some mostly cosmetic tweaks on this one. I don't warrant it free from defects although so far one person has had it fix a problem for them. Major changes include: round_to_pow2() isn't an abomination any longer, the buffer cache has been dumped in favor of a smarter lookup algorithm, new memory overflow tracking option, better thread locking, option printing at boot, and a bunch of junk that shouldn't be there from when I was benchmarking CircleMUD. It's 88kB uncompressed.
