New: chatd-v1.2.tgz, timed_reboots.zip, nirvana_skillspell.txt, nirvana_message.txt, builder_lst.zip

- chatd-v1.2.tgz - Upgrade of GlobalChat. Version 1.2 was a complete rewrite of the socket area, many bug fixes, and lot's of optimization to improve the resource load. README inside.
- timed_reboots.zip - Just what it says.
- nirvana_skillspell.txt - Shows skills and spells for other classes.
- nirvana_message.txt - Allow message of the day in the who list.
- builder_lst.zip - Allows OBuild-like zone permissions in an OasisOLC system.
