New: chess.README, chess.patch, room.cgi

- chess.README - When you stare in disbelief, this is the confirmation.
- chess.patch - It's a spec_proc and supporting functions for a game of chess. Yup, chess.
- room.cgi - A little cgi script that you can type in room descriptions, click on sector types etc, and it will return it to you in circlemud world format.
