Free rent question.

Hello,
      How can I make it that all players rent for free, but have to rent 
at an inn? I set rent_free to NO in config.c, receptionists fee to 0 and 
made an object with a rent value of 0. Loaded the object into the world, 
got a player to get it and then tryed to rent but nothing happened. No 
sorry cant rent here, can't afford to rent etc. Simply nothing.

Any ideas?
