I has the same problem. It's work this method:
1.If you want make new zone, you must make file "xyz.zon" in
  some editor with basic values  etc:
   #241
   New zone~
   24199 10 2
   $
  and after add zone nubber to "index" file
2. run mud. Make first room fore new zone.
    go to this room and you can do "zedit"
