You need:

1 room
1 zone (containing above room)
1 mob
1 object
1 shop

The 1 mob/object/shop is a sort-of dumb limitation but nothing in the MUD
ever checks mob_proto/mob_index/obj_proto/obj_index/etc. for a NULL pointer
so that's what you get.
