That means your operating system and the MUD. Your modem has zero control over number of sockets openable and available. Your modem does, however, control how much data can be sent over those sockets and how quickly. When my MUD was in its first stages, I had it at home (worked for an ISP and had dedicated line with static IP) and people telnetted in through my modem. I don't know how slow/fast this would be because at that time we had, at most, two people coming in over the modem, and I, of course, was sitting right there at the console.
