First thing that comes to mind is the mortals stashing all their valuables on some unlucky mob, then guarding it until the taxman shows up, then killing the mob and putting the stuff back in the house. While it may or may not be realistic, I'd rather avoid it from the start :-) I'd have the taxman show up once a week (random day, random time,) and each month take the last 4 week avg.
